Dick Boever and Amanda Boever Rigney are a father and daughter that makes up the ownership of TaxFree Plans. This duo has a combined experience of almost fifty years in the administration and compliance of Welfare Benefit Plans.

FSA - Flexible Spending Accounts

Employees may elect to make annual payroll deduction elections up to $2,750 year (2020) for out-of-pocket medical, dental, vision, RX, Therapy (IRS Section 213D costs) for themselves or their dependents.

FSA – Dependent Care

Employees may elect to deduct up to $5,000 a year to pay for dependent daycare service. This benefit could easily save employees approximately 30% on their taxes (7.65% in payroll taxes and 20% in Federal/State tax). Employers could save payroll taxes ($5,000 x 7.65%) $387.50 per enrolled employee.

HRA – Health Reimbursement Arrangement

Employers can REDUCE Insurance Carrier Premiums and INCREASE Employee Benefits by self-funding a small portion of their employees claims. Many employers choose a high deductible health plan (lower premiums) then design a plan to reimburse employees for a portion of their out-of-pocket expenses.

HSA – Health Savings Account

Each employee has their own account. We have a Claims Vault that allows them to upload a digital copy of their receipts if they like. They can login and look up their balance and activity 24-hours a day. A credit card is included for the account owner and their spouse.

Section 132 – Parking and Transportation Plan

These plans allow employees and/or employers to pay for employee parking and transit passes pre-tax. The maximum amount that can be reimbursed in 2020 is $270.

COBRA – Consolidated Omnibus Budget Reconciliation Act

Requires employers to offer continuation coverage to employees who lose their health, dental or vision coverage during the year. There are specific COBRA Qualifying Events that require COBRA to be offered.

Plan Documents – Section 125 Plan Documents (POP), FSA, HRA, HSA, Section 132, WRAP

ERISA requires that all health-related plans, no matter how many participants have a Plan Document and SPD for each plan and the SPD be distributed to employees. This includes medical insurance, dental insurance, vision insurance, life insurance, disability insurance, etc.

5500

Preparation of Form 5500 for welfare plan with more than 100 participants participating on the first day of the plan year. It is due within 7 months after the plan year ends. We do a full evaluation of what plans the employer offers, which ones meet the Form 5500 reporting requirement and we prepare the form for you.

Meet Our Team

Dick Boever – Owner

Dick served as a compliance officer for the Department of Labor, he then managed the retirement planning department for a local TPA before heading up the benefits department for a big Six accounting firm. In 1994 he began TaxFree Plans as a full-service welfare benefits consulting and administration firm.

Amanda Boever Rigney – Operations Manager

Amanda has worked at TaxFree Plans full time since graduating from LSU in 2006. She currently heads up the claims department and is in charge of all employee and employer contacts.
